Cold climate heat pumps can be a practical heating and cooling option
for some homes in Truckee, CA, Tahoe Donner, Donner Lake and nearby
mountain communities. The important word is some. A successful
installation depends on the exact equipment, the heating load of the
property, low temperature capacity, snow placement, controls, duct
condition, electrical service and the planned source of backup heat.

Mountain homes should not be sized from square footage alone. They
also should not receive the same outdoor installation used for a mild
climate. Before choosing a heat pump, homeowners need a complete look at
the property and the way it will be used.

What makes a cold
climate heat pump different?

A heat pump moves heat rather than creating it through combustion.
Modern cold climate models are designed to continue producing heat at
much lower outdoor temperatures than older conventional heat pumps.

That does not mean every model has the same capacity in cold weather.
The exact outdoor and indoor equipment combination matters. ENERGY STAR
cold climate criteria include performance requirements at 5 degrees
Fahrenheit, but a product label does not replace the manufacturer
performance data for the selected model.

An estimate should identify the matched indoor and outdoor equipment,
the AHRI reference number and the system’s heating output at the
temperatures used for the load calculation. This is more useful than a
general statement that the unit works below freezing.

Why square footage
is not enough for sizing

Two Truckee homes with the same floor area can have very different
heating needs. Windows, insulation, air leakage, ceiling height, duct
location, sun exposure and whether the home is occupied all winter can
change the load significantly.

A heating and cooling load calculation helps determine what the home
actually needs. The selected heat pump should then be checked against
its low temperature performance, not only its advertised nominal
tonnage.

Oversized equipment is not extra protection. It can cycle poorly,
create comfort problems and make existing ducts noisier. Undersized
equipment may depend too heavily on supplemental heat during cold
weather. The goal is a system that fits the building, the ducts and the
homeowner’s backup strategy.

Snow, roof runoff and
defrost water matter

The outdoor unit needs open airflow throughout the winter. It also
needs a location that accounts for drifting snow, roof shedding, icicles
and water produced during defrost cycles.

Truckee Donner Public Utility District’s 2026 rebate checklist calls
for the outdoor unit to be mounted at least 18 inches above the ground
unless it is otherwise protected from snow and ice melt. The checklist
also addresses secure mounting, protection from roof runoff and drainage
that will not create ice on a walkway.

Those are rebate checklist requirements, not a universal design for
every property. Actual snow conditions and manufacturer instructions may
require a different height or location. A stand that works near downtown
Truckee may not be appropriate for a more exposed property closer to
Donner Summit.

An improvised enclosure can restrict airflow and make service
difficult. The outdoor location should be planned before equipment is
ordered, with enough space for airflow, defrost drainage and future
service access.

Heat pump only, furnace or
dual fuel?

There is no single answer for every mountain home.

Heat pump with
electric supplemental heat

This option can provide heating and air conditioning without a gas or
propane furnace. The electrical panel, available capacity, controls and
expected use of supplemental heat all need to be evaluated.

Dual fuel system

A dual fuel system combines a heat pump with a gas or propane
furnace. Correct controls decide when each heat source operates. The
changeover strategy should be based on the equipment, building load,
fuel costs and homeowner priorities rather than one universal outdoor
temperature.

For projects seeking a TDPUD rebate, the current application says
backup heat and supplemental gas heat must not operate above 20 degrees
Fahrenheit. The controls and commissioning must satisfy that program
requirement.

Furnace replacement

A furnace may still be the practical choice for some properties. Fuel
availability, existing ducts, electrical limitations, installation scope
and the homeowner’s plans all matter. Gas and propane equipment at
elevation must be set up according to the manufacturer’s instructions
for the exact model.

TDPUD heat pump rebates for
2026

TDPUD’s January 2026 application lists heat pump incentives by
equipment efficiency and by the heating system being replaced.

For qualifying systems that replace electric heat or retain gas as
backup, the worksheet lists incentives from $200 to $350 per ton. For
qualifying projects that replace and eliminate a gas furnace, it lists
incentives from $500 to $800 per ton.

Eligibility requirements apply. The worksheet requires qualifying new
equipment, an AHRI certified match, minimum efficiency levels,
installation by a licensed contractor, replacement of a previous primary
heating system and required documentation. The applicant must also have
an active qualifying TDPUD account.

Not every Truckee or Donner property is in the same electric utility
territory. Confirm the serving utility and current program rules before
selecting or purchasing equipment. Incentives can be changed or
discontinued, and the final rebate depends on the current application
and completed documentation.

Special planning
for cabins and second homes

A remote thermostat or temperature alert can be useful when a
property is vacant, but monitoring does not replace a functioning
heating system or proper winterization. Homeowners should also consider
power outages, local access, snow removal and who can enter the property
if an alert occurs.

Gas and propane furnaces generally still need electricity for the
controls, inducer and blower. A fuel burning appliance should not be
treated as guaranteed heat during an outage.

Before winter, confirm that the system operates correctly, filters
and airflow are in good condition, outdoor equipment and vents are
accessible and the property has working smoke and carbon monoxide
